sony xperia sp 21i phone look

My xperia sp is simlocked .
how can I solve it , is there any place to repare , or any way to solve .
I flashed it a many times but didnt work .
My Bootloader Is lock and dont allow to unlock .
Please My dear friends ...

use setool volcano box or buy unlock code
