nokia c2-03 local mode

i have a nokia c2-03 with local mode problem. what can i do to solve this problem?? (picture please)

reflash it with higher version and same product code....

same problem after full flash with higher version. another solution please?? maybe this is a hardware problem. But thanks for your suggestion.
