Added NCK/SPCK Codes calculation based on IMEI and Provider ID

- Alcatel OT303

- Alcatel OT203E


Totally more than 500 Provider IDS are supported , we continue to
build and upgrade providers ID base on server. Calculation are online based for fast pids base upgrade.

After full test will be adde much more phones for calculation
