lg p999 'the phone is permanently locked and can not be unlocked'

i have i lg p999 set.when i power on the set that show network lock,so i'm confuse,,,i'm try full factory,when this set reboot and finish after i try to unlocking,i press 2945#*999# then it show "the phone is permanently locked and can not be unlocked" show what can i do?

you can try with LGE TOOL for unlock may b unlocked donefdgfdg
