Nokia c2-00 rm 704 phone lock nt removed by flashing

One Nokia C2-00 RM-704 is locked after it is switched on and all keys are locked asking for code. I have made format user area but to no result. I have even flashed the phone with MCU ver 3.99. The flashing is ok but still it asks for lock code and default 12345 is also not working. please help.

which tool you use? after flashing your mobile show local mode then click on factory setting
