ask : BB 9900 Can't Connect BIS, HRT Empty After Disable BIMS and Upgrade OS

I'm gave my BB to technician (semutbokep from flashercommunity.com) to fix stuck boot

to disable my BIMS, because my 9900 stuck booting

now my BB can't connect to BIS

after that i'm upgrade my BB to Newest OS

Because my BB have random imei and can't connect to network
(like fix efs red blink error)

i rewrite nv and imei of my BB in FOS / NAL mode

after that i'm reinstall my OS

now i can't connect BIS but i can open BB browser and BB App World via Wifi

I use "Register Now" on HRT and nothing Happens

i go to : blackberry email server from my operator

and input my Pin and IMEI get this message :

Cannot create account:

This BlackBerry® device is not registered with your wireless service provider. Please
register this device and verify that the URL of the current web site matches the
one provided by your wireless service provider.

To register:

1. In the Application list on your device, click Options, or click Settings Options.

2. Click Advanced Options > Host Routing Table.

3. Click the Menu key and click Register Now.

and diagnotics test gave this :

Blackberry Registration : No
Connected to Blackberry : Abort
Blackberry PIN-PIN : Abort

are my BB suspend? are someone cloning my PIN and IMEI?

help me, i can't use BBM and other BB services
